In 2011, the State Government announced changes to the following concessions:
Medical Heating and Cooling Concession
The Medical Heating and Cooling Concession is a new energy concession introduced by the South Australian Government from 1 January 2012. This concession assists South Australians on a fixed or low income who have a qualifying medical condition, such as multiple sclerosis (MS) or Parkinsons disease, which requires the frequent use of heating or cooling in the home to prevent the severe exacerbation of their condition.
Water Concession
As of 1 July 2011, the water concession applied is up to 25% of the total annual water bill, subject to minimum and maximum amounts. These will increase from 1 July 2012.

Note: These changes replaced the previous anticipated 5% increases in water concessions from 1 July 2011 and 1 July 2012.
Sewerage Concession
- The sewerage rate concession increased by 5% from $95 to $100 on 1 July 2010 and by another 5% on 1 July 2011 to $105 per annum.
- A further 5% increase from 1 July 2012 will take the sewerage rate concesion to $110 per annum.
Energy Concession
- The energy concession increased by 25% from $120 to $150 per annum on 1 July 2010, and by 5% from 1 July 2011 to $158.
- A further 5% increase from 1 July 2012 will take the energy concession to $165 per annum.
Emergency Services Levy (Fixed Property) Concession
- The Emergency Services Levy (fixed property) concession increased by 5% on 1 July 2010 to $42 per annum and again on 1 July 2011 to $44 per annum.
- A further 5% increase from 1 July 2012 will take the concession to $46 per annum.
Low Income Health Care Card Holders are now eligible
Eligible Low-Income Health Care Card holders became eligible for the Energy Concession and the Emergency Services Levy (fixed property) Concession from 1 July 2010.
